Rules & Regulations of Ulama Self Care Forum (USCF)

Introduction and Establishment

The Ulama Self Care Forum i.e. USCF was started on 7th July 2026. This forum is for Ulama-e-Kiram who serve in Madaris, Masajid including teachers, Imams and Muazzins, as well as Ulama who are engaged in business.

The issue of low salary of teachers of Madaris, especially private institutions, and Imams of Masajid is not hidden from anyone. Most Ulama are not even able to meet the basic needs of their household from their salary. Furthermore, if the time of daughter’s marriage arrives, or God forbid, a severe life-threatening disease afflicts them, or they get arrested in a false case, then their distress increases even more. Similarly, if they pass away, then their aged parents, orphaned children, widowed wife, brothers and sisters become completely helpless.

To reduce this very distress, USCF has been formed. Come, let us become a practical example of the Hadith of our beloved Prophet Muhammad ﷺ:

الْمُؤْمِنُ لِلْمُؤْمِنِ كَالْبُنْيَانِ، يَشُدُّ بَعْضُهُ بَعْضًا

“A believer to another believer is like a building, one part strengthens the other”!


(2) Aims and Objectives of the Organization

  1. Help on Demise: To provide financial assistance to the family of any Active Member from among the Ulama-e-Kiram upon his demise.
  2. Help on Daughter’s Marriage: All members will jointly help on the marriage of the daughter of an Active Member.
  3. Legal Help: Allah forbid, if any Active Member gets trapped in a false case, the members will contribute donations for legal help.
  4. Help on Severe Illness: If any Active Member is afflicted with a severe life-threatening disease, the members will help for his treatment.
  5. Unity: To unite the Ulama and to stand by them in difficult times.
  6. Help to Madaris: To help the needy Madaris and religious institutions.

(3) Conditions for Becoming a Member

Age: 18 to 60 years.
Profession: Those Ulama-e-Kiram who are teachers of any religious institution, or Imams & Muazzins of any Masjid or are engaged in any lawful business.
Registration: Online registration at https://uscf.in.
Annual Administrative Fee: 51 Rupees. This amount will not be refunded.


(4) Types of Members and Their Rights

A: Waiting Member
Definition: Completing 365 days after registration
Right to Help: No help will be given

B: Active Member
Definition: Completion of 365 days + cooperation in 90 percent of aid campaigns is mandatory
Right to Help: Entitled to all four helps: Demise, Marriage, Illness, Legal Case

C: In-Active Member
Definition: Was Active before but has now stopped cooperating
Right to Help: No help will be given until he cooperates continuously for 3 months

Special Concession: The first 1100 members will become “Active Member” as soon as they register. They will not have to wait for 365 days. But to get help for daughter’s marriage, it is mandatory for these 1100 members also to complete 365 days.

(5) Method of Becoming an Active

Member – Lock-in Period

  • General Rule: A Waiting Member will have to participate in the monthly help for 1 year / 365 days. After that he will become an “Active Member”.
  • 90 Percent Condition: To remain an Active Member, it is mandatory to cooperate in 90 percent of the aid campaigns throughout the year. If any Active Member does not fulfill 90 percent cooperation, he will become an “In-Active Member”.
  • From In-Active to Active: If a member becomes In-Active Member, then to become Active Member again he will have to cooperate continuously for 3 months and complete 90 days.

(6) Method of Help

  • Amount of Help: Help will start from 50 Rupees. Keeping in view inflation and circumstances, the organization can increase or decrease the amount of cooperation. Example: If there become 2000 active members, then 2000 × 50 = 1 lakh Rupees help will be done.
  • One Help in a Month: Help will be sought for only one case in a month.
  • In Case of More Cases: If more than one case occurs in a month, then the remaining cases will be dealt with in the next month by adjusting “forward and backward”.
  • Grouping: When members become too many, the organization will make groups. Each group will help turn by turn.
  • How the Needy Will Get the Amount: Each member will send the fixed amount directly to the bank account of the heir of the needy Active Member or the member himself.
  • Uploading Receipt: After sending the amount, it is mandatory to upload the transaction receipt on the website.

(7) 4 Types of Help

Important Note: All four types of help are only for Active Member;

A: On Demise

Condition: It is mandatory for the member to be “Active”
Note: No help will be given on demise after 60 years.

How will help be done on the demise of an Active Member ?

(7 A 1) Basic Conditions

  • A: It is mandatory for the deceased to be an Active Member.
  • B: At the time of demise, the member’s age should be less than 60 years. No help will be given on demise after completing 60 years.
  • C: The member should have cooperated in 90 percent of aid campaigns in the last 12 months.

(7 A 2) Amount and Limit of Help

  • A: Help will be appealed for at the rate of 50 Rupees per Active Member.
  • B: Example: If there are 2000 Active Members then appeal of 2000 × 50 = 1 lakh Rupees will be made.
  • C: Maximum appeal of up to 2,50,000 Rupees will be made in one case.
  • D: Important Note: Even in case of demise, USCF only appeals to members. It does not give any guarantee of the final amount of help. The heir will get as much amount as the Active Members cooperate. If even 50% members do not cooperate, the amount can be very less.

(7 A 3) Procedure of Help

  • A: Giving Information: The heir or concerned member will inform USCF within 7 days via WhatsApp, Email or Helpline.
  • B: Documents: It is mandatory to send the following papers to the organization:
  1. Death Certificate
  2. Heir’s Identity Card and Bank Passbook
  3. Details of nominees if given by the member
  • C: Verification: USCF team will verify in 3 to 7 days.
  • D: Issuing Appeal: After verification, appeal will be issued to all Active Members to send 50 Rupees.
  • E: Collecting Amount: Each member will send the fixed amount directly to the heir’s bank account.
  • F: Uploading Receipt: After sending the amount, each member will upload the transaction receipt on https://USCF.in.

(7 A 4) Who Will Be the Heir

  • A: The 2 nominees whom the member has written at the time of registration will be considered as heirs.
  • B: If there is a dispute among the nominees, the decision of the organization will be final.
  • C: If the member has not written any nominee, then the amount will be distributed among Shariah heirs.

(7 A 5) In Which Cases Help Will Not Be Given

  • A: If at the time of demise the member was In-Active Member or Waiting Member.
  • B: If the member’s age was more than 60 years.
  • C: If the member has committed suicide.
  • D: If the member died due to the crime of the heir.
  • E: If the member has not fulfilled the condition of 90 percent cooperation.

(7 A 6) Declaration Regarding Guarantee of Amount

  • A: In all four cases of aid – demise, marriage, illness, false case – USCF only appeals to members.
  • B: There is no guarantee of the amount of help being less or more. The heir will get as much amount as the Active Members cooperate.
  • C: USCF is not responsible for collecting money, it is only a platform for appeal.

(7 A 7) Return of Wrong Amount

  • A: If any member has sent excess amount by mistake, on providing proof the heir will return that amount within 3 working days.
  • B: Before taking help, it is mandatory for the heir to submit an affidavit to USCF.

(7 A 8) Important Note

  • A: Help will be sought for only one case in a month. If more than one demise occurs in a month, the remaining cases will be dealt with in the next month.
  • B: When members become too many, the organization will make groups. Each group will help turn by turn.
  • C: The decision of the organization will be final in all matters. It cannot be challenged in court.
  • D: The decision of any legal dispute will be only in the court of District Gorakhpur.

The purpose of this aid campaign of USCF is that after the demise of any Aalim-e-Deen, his heirs should not remain helpless.

B: Daughter’s Marriage

Condition: Member being “Active” + completion of 365 days
Note: It is mandatory to complete 365 days even for the first 1100 members.

How will help be done in the marriage of the daughter of an Active Member?

(7 B 1) Basic Conditions

  • A: It is mandatory for the member to be an Active Member.
  • B: The member should have completed continuous 365 days. 365 days are mandatory even for the first 1100 members.
  • C: The member should have cooperated in 90 percent of aid campaigns in the last 12 months.
  • D: Help will be given on the marriage of real daughter.
  • E: The age of the daughter should be more than 18 years.
  • F: The age of the member should be less than 60 years.

(7 B 2) Help in Sister’s Marriage – Special Concession

If the parents of any Aalim-e-Deen have passed away or the age of the parents has become 60 years and the sister of this Aalim is under his guardianship i.e. the responsibility of care, expense of the sister is on this same Aalim, then in such a case USCF will also help in the marriage of this sister.
The age of the sister being more than 18 years is mandatory.
Proof of sister being under guardianship will have to be given: Death certificate of parents or proof of age + testimony of 2 Active Members + letter from the Imam of the locality.

(7 B 3) Amount and Limit of Help

  • A: Help will be appealed for at the rate of 50 Rupees per Active Member.
  • B: In one marriage, appeal of maximum up to 2,50,000 Rupees will be made.
  • C: Important Note: USCF only appeals to members. It does not give any guarantee of the final amount of help. As many members as cooperate, that much amount will be received.

(7 B 4) How Many Times Will a Member Get Help

  • A: In normal condition, one Active Member will get help in the marriage of only 1 daughter.
  • B: Special Concession 1: If any Aalim-e-Deen also associates his wife with USCF and she also becomes an Active Member, then in such a case help will also be done in the marriage of the second daughter.
  • C: Special Concession 2: If the sister of the member is under his guardianship and the above condition is fulfilled, then help will also be given in the marriage of this sister.
  • D: A gap of at least 2 years is mandatory between two marriages.
  • E: A member can get help for a maximum of 2 marriages in his lifetime – whether they are 2 daughters or 1 daughter + 1 sister.

(7 B 5) Method of Applying

  • A: Time: It is mandatory to apply at least 60 days before the date of marriage.
  • B: Documents: It is mandatory to send these papers to USCF:
  1. Daughter / Sister’s Nikah Nama / Marriage Card
  2. Daughter / Sister’s Aadhaar Card or Birth Certificate – proof of age 18+
  3. Member’s USCF Membership Card
  4. Member’s Identity Card + Bank Passbook
  5. Written testimony of 2 Active Members
  6. Verification letter from the Imam of the mosque of the locality
  7. In case of sister: Death certificate of parents or proof of age + affidavit of being under guardianship
  8. If help for second daughter is required then wife’s USCF Active Membership Card
  • C: If in any month even 50% members do not cooperate, then the amount can be very less. USCF will not be responsible for this.

(7 B 7) Action on False Claim

  • A: If any member takes help by attaching fake marriage card or false papers, then membership will be terminated immediately.
  • B: The amount taken will have to be returned in 7 days otherwise USCF will take legal action.
  • C: The membership of the 2 members who verify can also be terminated if they give false testimony intentionally.

(7 B 8) Final Decision of the Organization

  • A: The committee of USCF will examine all documents and take decision.
  • B: The decision of the committee cannot be challenged in court.
  • C: The decision of any dispute will be only in the court of District Gorakhpur.

The purpose of this aid campaign of USCF is that the daughter or dependent sister of any Aalim-e-Deen should not remain unmarried only due to lack of money.

C: Severe Illness

Condition: Member being “Active” + Medical Report
Note: Aid campaign will be run only after verification by the organization.

How will help be done in severe illness?

(7 C 1) Basic Conditions

  • A: It is mandatory for the patient to be an Active Member.
  • B: The member should have cooperated in 90 percent of aid campaigns in the last 12 months.
  • C: The illness should be life-threatening or such that its treatment is very expensive. No help will be given for common fever, cough, cold.
  • D: The age of the member should be less than 60 years. No help will be given for severe illness after 60 years.

(7 C 2) Which Diseases are Included

  • A: Cancer, Kidney Failure, Liver Failure, Heart Surgery, Brain Tumor, Paralysis, Major Accident
  • B: Such disease in which hospitalization is required and expense is more than 50 thousand
  • C: The organization will see the medical report and decide whether the disease comes in the category of “severe” or not.
  • D: Congenital disease, cosmetic surgery, infertility treatment, de-addiction treatment are not included.

(7 C 3) Amount and Limit of Help

  • A: Help will be appealed for at the rate of 50 Rupees per Active Member.
  • B: In one case, appeal of maximum up to 2 lakh Rupees will be made.
  • C: If the estimate of treatment is less than 2 lakh, then appeal will be made for only that much amount.
  • D: Important Note: Even in case of severe illness, USCF only appeals to members. It does not give any guarantee of the final amount of help. The patient will get as much amount as the Active Members cooperate.
  • E: If members do not cooperate, the amount can also be 30-40 thousand. USCF will not be responsible for this.

(7 C 4) Method of Applying

  • A: Information: The patient or his heir will inform USCF within 15 days via WhatsApp, Email or Helpline.
  • B: Documents: It is mandatory to give these papers:
  1. Doctor’s prescription + details of illness
  2. Hospital admission card / estimate
  3. Member’s Identity Card
  4. Bank Passbook
  5. Verification of 2 Active Members
  • C: Verification: USCF team will verify from the hospital in 5 to 7 days. On false report, membership will be terminated forever.
  • D: Appeal: After verification, appeal will be issued to all Active Members to send 50 Rupees.
  • E: Sending Amount: Each member will send the fixed amount directly to the patient’s bank account.
  • F: Receipt: After sending the amount, it is mandatory to upload the transaction receipt on https://USCF.in.

(7 C 5) Declaration Regarding Guarantee of Amount

  • Our organization USCF only appeals to members for cooperation.
  • There is no guarantee of the amount of help being less or more. The affected member will get as much amount as the Active Members cooperate.
  • USCF is not responsible for collecting money, getting admitted to hospital or getting treatment done. It is only a platform for appeal.
  • If the amount is not sufficient for treatment, then the remaining expense will have to be borne by the patient or his family themselves.

(7 C 6) Important Principles

  • A: A member can get help for severe illness a maximum of 2 times in his lifetime.
  • B: For second time help, a gap of at least 3 years after the first help is mandatory.
  • C: If the patient’s treatment is being done free of cost in a government hospital, then USCF will not help.
  • D: If money remains after treatment, then the heir will have to return it to USCF. That amount will be used for the next patient.
  • E: Only one case will be helped in a month. If 2 patients occur in a month, then the second case will be taken in the next month.
  • F: Waiting Member and In-Active Member will not get help for severe illness.

(7 C 7) Action on False Claim

  • A: If any member attaches fake medical report, then his membership will be terminated immediately and the amount taken will have to be returned.
  • B: USCF can also take legal action.
  • C: The membership of the 2 members who verify can also be terminated if they verify falsely intentionally.

(7 C 8) Final Decision of the Organization

  • A: Whether the illness is severe or not, its decision will be taken by the Medical Committee of USCF.
  • B: The decision of the committee cannot be challenged in court.
  • C: The decision of any dispute will be only in the court of District Gorakhpur.

The purpose of this aid campaign of USCF is that no Aalim-e-Deen should lose his life only due to lack of money.

D: Legal Case

Condition: Member being “Active” + verification by the organization
Note: Aid campaign will be run only in case of false case.

How will help be done in legal case?

(7 D 1) Basic Conditions

  • A: It is mandatory for the member to be an Active Member.
  • B: The member should have cooperated in 90 percent of aid campaigns in the last 12 months.
  • C: The case should be filed as false, due to political or religious hatred.
  • D: The age of the member should be less than 60 years.
  • E: The member himself should not be a criminal. If the member is actually involved in the crime, then help will not be given.

(7 D 2) Which Cases are Included

  • A: False allegation of terrorism, false communal case
  • B: False case filed due to Masjid, Madrasa or religious work
  • C: Being a victim of police or administration excess
  • D: False FIR due to social media post or speech
  • E: Personal fight, assault, theft, adultery, intoxication and land property cases are not included.

(7 D 3) Amount and Limit of Help

  • A: Help will be appealed for at the rate of 50 Rupees per Active Member.
  • B: In one case, appeal of maximum up to 1,50,000 Rupees will be made.
  • C: If the lawyer’s fee is less than 1.5 lakh, then appeal will be made for only that much amount.
  • D: Important Note: Even in case of false case, USCF only appeals to members. It does not give any guarantee of the final amount of help. The member will get as much amount as the Active Members cooperate.
  • E: If members do not cooperate, the amount can also be 20-30 thousand. USCF will not be responsible for this.

(7 D 4) Method of Applying

  • A: Immediate Information: Inform USCF within 3 days of arrest or FIR via WhatsApp, Email or Helpline.
  • B: Documents: It is mandatory to give these papers:
  1. Copy of FIR
  2. Arrest warrant or notice
  3. Member’s USCF Membership Card
  4. Member’s Identity Card
  5. Written testimony of 2 Active Members that the case is false
  6. Letter from local Ulama Committee
  • C: Investigation: Legal Committee of USCF will investigate through a lawyer in 3 to 5 days.
  • D: Appeal: If the case is proved false in investigation, appeal will be issued to all Active Members to send 50 Rupees.
  • E: Sending Amount: Each member will send the fixed amount directly to the member’s or his lawyer’s bank account.
  • F: Receipt: After sending the amount, it is mandatory to upload the transaction receipt on https://USCF.in.

(7 D 5) Declaration Regarding Guarantee of Amount

  • A: In all four cases of aid – demise, marriage, illness, false case – USCF only appeals to members.
  • B: There is no guarantee of the amount of help being less or more. The affected member will get as much amount as the Active Members cooperate.
  • C: USCF is not responsible for collecting money, arranging lawyer or winning the case. It is only a platform for appeal.
  • D: If the amount is not sufficient, then the member will have to bear the remaining expense himself.

(7 D 6) Important Principles

  • A: A member will get help for false case only 1 time in his lifetime.
  • B: If it is later proved that the member was actually a criminal, then the entire amount taken will have to be returned to USCF within 30 days.
  • C: The selection of lawyer will be done by the Legal Committee of USCF. The member cannot keep a lawyer of his own choice.
  • D: If the member absconds after being released on bail, then his membership will be terminated forever and legal action will be taken.
  • E: Only one legal case will be helped in a month.
  • F: Waiting Member and In-Active Member will not get legal help.
  • G: USCF will not give any help on land, property, inheritance or financial transaction cases.

(7 D 7) Action on False Claim

  • A: If a member intentionally takes help by calling a false case as “false”, then membership will be terminated immediately.
  • B: The amount taken will have to be returned within 15 days otherwise USCF will file a court case.
  • C: Action can also be taken against the 2 members who verify if they give false testimony.

(7 D 8) Final Decision of the Organization

  • A: Whether the case is false or true, its decision will be taken by the 3-member Legal Committee of USCF.
  • B: The committee will have 1 lawyer, 1 Aalim-e-Deen, 1 USCF office bearer.
  • C: The decision of the committee cannot be challenged in court.
  • D: The decision of any dispute will be only in the court of District Gorakhpur.

The purpose of this aid campaign of USCF is that no one should be able to ruin the life of any Aalim-e-Deen and his family by implicating him in a false case.

Important Clarification

Apart from demise, in all three cases i.e. daughter’s marriage, severe illness, false case, the maximum aid amount in each case is pre-fixed:

  • Marriage: 2,50,000 Rupees
  • Severe Illness: 2,00,000 Rupees
  • False Case: 1,50,000 Rupees

As soon as the fixed amount is completed with the cooperation of Active Members, immediately in the “Madad Box” of USCF website and app, instead of the affected member, the details of the official bank account of the organization USCF will be uploaded.

All the amount coming after that will be deposited in USCF’s account. This amount will be considered as excess.

The excess collected amount will be kept by USCF in the “Central Aid Fund” and will be sent in lump sum to the affected member in the next approved case.

Purpose: Instead of sending small amounts again and again, the affected person should get the full amount at once and the system becomes fast.

In case of Demise:
There is no maximum limit fixed for help on demise. Therefore the “Madad Box” will remain open for a fixed period. Generally for 30 days after the information of demise or till the decision of the committee.

Whatever amount is collected in these 30 days will continue to go directly to the account of the heir of the deceased Active Member.

After completion of the period, the Madad Box will be closed.

Purpose: So that maximum help can be done for the heirs of the deceased because this is the biggest tragedy.

Note:
The account of every amount deposited in USCF’s account will be shown live on the website.
Whenever amount is sent from the “Central Aid Fund” to any case, its receipt and details will be visible to all members.


8) Important Principles and Conditions

  • A: Rule After 60 Years: If a member passes away after attaining the age of 60 years, the organization will not help.
  • B: Special Concession: If any Active Member has supported the organization throughout his life and is now not a member due to completion of 60 years, and he has a daughter whose marriage has not yet taken place, then the organization will cooperate in the marriage of this daughter.
  • C: Suicide or Crime: In case of suicide by the member or the heir being criminal in the death of the member, help for demise will not be given.
  • D: Return of Wrong Amount: If someone has sent excess amount by mistake, on providing proof the heir will return that amount within 3 working days. Giving affidavit before help is mandatory.
  • E: Dispute Among Nominees: A member can keep 2 nominees. In case of dispute, the organization itself will decide.
  • F: Final Decision of the Organization: In all matters, investigation and decision will be done by the organization itself. It cannot be challenged in court.
  • G: Judicial Area: The decision of any legal dispute will be only in the court of District Gorakhpur.

(9) Action on False Propaganda

  • A: If any member spreads false talk or rumor against USCF, then his membership will be terminated and legal action can also be taken.
  • B: If any member misbehaves with any office bearer of the organization or works against the organization, then his membership can be terminated.

(10) Where Will the Annual 51 Rupees Be Spent

  • In making and running the website, app.
  • In office management.
  • In staff salary.
  • For verification of the deceased.
  • In publicity of the forum.
  • In help of needy Ulama and Madaris.
  • In religious programs and works for the benefit of the organization.

Each member, by giving only 50 Rupees in a month, solves a big problem of the house of an Aalim – whether it is demise, daughter’s marriage, severe illness, or false case.
